Hanover Release Mugshot Records
A booking photo documents appearance during a specific booking. It is not a finding of guilt and does not show present custody. Virginia Code § 2.2-3706(A)(1) generally makes a routine adult arrestee photograph a mandatory public-record category. A stated exception allows withholding when release would jeopardize a felony investigation. Other lawful limits can also apply.
Release status requires another record. A PRJ movement entry, VINE event, VADOC release document, or court disposition may explain what happened after the photo was made. A picture copied into news or another site does not gain a new custody meaning. Publication date is not booking date, and neither one is automatically release date.
Virginia research found no statewide statute that creates a broad commercial “pay to remove” mugshot ban like laws in some other states. Do not infer that a fee demand is official or that a paid service can change the government record. Use the record holder and current court relief process.
Record limit: A lawful adult photo is not release proof. Sealed, expunged, or juvenile material must not be reconstructed or republished. Hanover County Released Inmates is not a consumer reporting agency under the FCRA, and mugshot information may not be used for an FCRA-covered purpose.
Where Hanover Release Mugshots Appear
Start with the source that created or lawfully holds the image. PRJ and VADOC are different systems. A state corrections image is not the Pamunkey booking photograph, even when both records concern the same person. VINELink may carry provider information, but research did not verify a photo as a guaranteed public field.

Commercial mugshot sites and data brokers can preserve stale images without context or correction. They are not linked or recommended. If such an image is encountered elsewhere, use it only as a clue to locate the official booking, court, or corrections record. Do not rely on the commercial caption.
Verify Hanover PRJ Booking Photos
The official Pamunkey Regional Jail “Who’s In Jail” list is a current-custody interface. It is not a gallery of released people. During research, current cards and detail material included full name, page timestamp, inmate ID, age, race, sex, arresting agency, booking date and time, charge description, plus charge-linked money or date information. An unlabeled future date should not be called a release date. It may be a court event.
The image area needs a visual check. Some entries can show a person-specific booking photograph, but researchers also observed a Pamunkey badge placeholder. Calling the badge a mugshot would be false. Match the face image, identity fields, booking event, and record source before describing the file.

Once the current card ends, request the identified booking photograph. A cached copy lacks current status and may survive after a correction or restriction. For release verification, pair the image with the PRJ movement record or another official custody event.
Note: A PRJ badge placeholder is jail branding, not a person-specific booking photograph.
Hanover Jail App Photo Limits
PRJ has a branded mobile app and an official OCV bridge to app stores. It offers another way to reach jail information. Research did not verify a mobile-only release window, former-person archive, or permanent photo gallery. The app should therefore be treated as an alternate current source unless a later inspection shows a clearly labeled feature.

Request a Hanover Booking Photo
A focused request is the cleanest route for a former PRJ detainee. Direct jail-created booking and release material to the Pamunkey Regional Jail Authority, not automatically to the Hanover Sheriff. If another agency took the photo, route the request to that record holder. Ask only for the identified adult booking.
- Collect the person’s full legal name, date of birth if known, booking number, and approximate booking date.
- Open the PRJ authority-specific FOIA page and identify the existing routine adult booking photograph.
- Cite § 2.2-3706(A)(1), request an electronic copy, and ask for segregable nonexempt portions if anything is withheld.
- Ask for a cost estimate before a limit you choose. Virginia FOIA permits reasonable actual costs and a deposit when projected charges exceed $200.
- Pair the photo response with the commitment/release or movement entry if release status also matters.
Virginia FOIA generally requires a response within five working days through production, a cited denial, notice that the record does not exist or cannot be found, or another lawful response. A seven-working-day extension may be used when practically necessary. That is a response rule, not a guarantee that a requested photo will be released.

Hanover State Corrections Photos
Caroline Correctional Unit is a VADOC facility located in Hanover despite its name. A photo associated with its resident belongs to the state corrections record, not the PRJ booking. Search the VADOC Inmate and Supervisee Locator by DOC ID or name and inspect the actual result before stating that an offender image is present.
A state result can show an institution or community-supervision location. That context helps distinguish a person still in prison from one displayed through a probation and parole district after physical prison release. The photo itself cannot make that distinction. When a fully discharged record no longer appears, use VADOC’s inactive-record request route.
VADOC release paperwork can include an Order of Release and conditions of probation or parole. Those documents support the state custody event. A PRJ turnover and a later VADOC discharge are separate events, so each image and date must stay tied to its source.
Note: A VADOC image identifies a state record and should never be labeled as the person’s PRJ booking photo.
Hanover Mugshots in Official News
Hanover Sheriff news releases sometimes attach photographs related to arrests or wanted cases. They are selective. They do not form a complete booking-photo archive and do not prove that someone left PRJ. A wanted notice can also describe a different status from custody or release.
Established local news may reproduce a photo supplied by law enforcement. Confirm the caption, agency, booking, and event date. A publication date marks the story, not the arrest or release. When the official source has corrected or removed a photo, do not use an old news or commercial copy to reconstruct restricted material.
Third-party galleries can omit dismissals, later court outcomes, transfers, and record relief. No commercial mugshot publisher, data broker, or removal vendor is endorsed. Official PRJ, VADOC, court, and government records remain the proper links.
Hanover Mugshot Sealing and Expungement
Virginia expungement and sealing can close a once-public path. Traditional expungement under §§ 19.2-392.1 through 19.2-392.4 generally addresses eligible non-conviction cases and stated procedures. Virginia’s newer sealing system has phased and effective-date rules. The Hanover Record Relief page provides local distinctions and links to current help.

A missing record is not proof that an arrest did or did not occur. It may reflect relief, confidentiality, a corrected entry, identity mismatch, or limited online coverage. Never search commercial archives to evade a lawful restriction. Ask the clerk or record holder only for material that remains lawfully public.
Juvenile records are outside this adult released-inmates project. Juvenile custody, court files, and photographs have added confidentiality protections and must not be surfaced. The same restraint applies to any sealed or expunged adult image.
Use official relief channels: No verified Virginia-wide anti-pay-to-remove statute was found, and no private removal service can guarantee an official record change.
